Minutes of Parish Council Meeting held on June 7th 2010
 in the Bamford Institute at 7.30 pm.

Cllr Hodgson declared a pecuniary interest in agenda item 12
Cllr Stanish declared a personal interest in the planning application relating to the former site of National Westminster Bank.

10/037 ­HPBC annual report:  letter acknowledging receipt of clerk’s letter
10/041 Rat poison apparently conflicting responses from MEPs: some blame Green Party amendments, another the EU for excluding rodenticides from derogation.  All appear to be against banning rodenticides and say they are opposing it in one way or another

10/044 Dog Waste bins: HPBC say they already have as many litter bins as they can manage unless a real need can be shown on HPBC land.  We are saying there is a need for bins to collect rubbish which otherwise would be disposed of in the countryside, which is not HPBC’s land. Therefore they cannot provide more bins at the points requested.

10/053 Land Registry Cllr Gascoigne has the registration of the War Memorial, Troughs and Thornhill Springs in hand and will be progressing this in the near future.

 Cllr Beckett to check with residents’group and inform clerk of response

NP/HPK/0307/0222 Sickleholme Garage first floor extension to form owner’s accommodation

NP/HPK/0510/0457 Site of former Nat West Bank Fidlers Well retain consent for the erection of dwelling

The Parish Council is concerned about

a) access: although access to Fidlers Close is shown on plan 0802/127 there is none and the only access is a pedestrian one through a narrow gateway bounded on one side by the neighbouring property's wall and on the other by the ancient wells

 b) potential damage to the ancient wells (the site of the village well dressing) during demolition and rebuilding works

 c) parking: there is only on-road parking available

 d) A stated condition in the original permission was that when the site was developed, the wall to the rear of the troughs, which is village property and which the applicant had demolished unlawfully should be rebuilt.  This has not yet been done. The parish council believes that before permission is considered for renewal, this wall should be rebuilt.

Bus stop opposite Victoria Road –litter? Cllr Beckett to check

             

  Local resident requested sign to warn of horses crossing road at Lydgate Farm decision not to proceed with request because of financial constraints on borough council/too many signs

           

     Flooding on footway leaking from Redbank bungalow Clerk to request update from DCC (minute10/024)

              

     Hole in footway just below Institute car park that was filled on Tuesday last week with asphalt has reappeared underlying problem needs dealing with Clerk to report

           

Cllr Hodgson reported that Swallowholmes caravan site significantly improved.

 

          Number of thefts recently Clerk to request PC O’Brien’s attendance at next meeting. 

 

10/056          Chapel en le Frith Mobile Physiotherapy Service (Agenda item 11)

Donation of £100 proposed Cllr Beckett seconded Cllr Waterfall agreed unanimously.

 

10/057          Appointment of Trustee for Bamford Charities (Agenda item 12)

deferred to next meeting for local residents to be approached

 

10/058          Annual Accounts 2009-10 (Agenda item 13) Accepted. 

Annual governance statement approved. Councillors expressed their thanks to the internal auditor for his help and approved purchase of wine as thanks.

 

10/067           Reports from committees (Agenda item 14)

Cllr Danks reported from Schools Committee.

 

10/068          Chair’s Report (Agenda item 15)

Clerk wrote to Greene King Brewery about Derwent litter.  They will take up the matter with the caretaker. At the back there was still a lot of rubbish attracting rats Cllr Stanish to check and let clerk know if needs to write again.

 

It was felt that Parish Council would like to see an HPBC councillor attend at least every other meeting Clerk to contact Cllr Walton and Favell
