BAMFORD WITH THORNHILL PARISH COUNCIL 

Minutes of Parish Council Meeting held on Monday June 2nd 2008  in the Bamford Institute at 7.30 p.m.

008/087        Severn Trent Water DAF Building  (Agenda item 4) Stuart Bowmer, Severn Trent Water updated councillors on the plans for the new DAF building.  The planning application has been made for improvements to Saltergate.  If these are not approved, temporary improvements only will be made.  At present, the plan is for sludge to be removed from the lagoon in June 2008 lasting 8 weeks and then work on the new plant to start in February 2009, finishing in February 2011.  To minimise traffic, those working on site will be brought by minibus.  Movement of contractors’ vehicles will be controlled by holding back them back in nearby laybys until Saltergate is clear.  Councillors pointed out that now that the layby by the Marquis of Granby is no longer available, there was very limited availability of suitable parking places.  Mr Bowmer was unaware this would be a problem and said he would have to investigate.  He informed councillors that it was the Highways and planning authorities who had required the building of the double wall near the station approach at  the bottom of Saltergate; and that this area would be owned by Highways.  Mr Bowmer provided copies of  plans and drawings which will be held by the parish clerk and will be available on request for the public to inspect.

008/051 Highways issues Gullies cleaned on May 20th except where blocked by parked vehicles. Owner of  hedge opposite Marquis of Granby requested to cut it back. Land near disabled access to station owned by DCC who will arrange for vegetation to be cut back.

008/094        Highways, Footways and Footpaths and Police Matters (Agenda item 9)

Highways

i.                    Traffic lights at Sickleholme not being correctly triggered Clerk to write

ii.                  Railways sleepers on Thornhill Lane bridge a hazard due to narrowing of road and poor visibility.  Lorry collided with sleepers recently. Clerk to write to request either removal, making more visible and/or priority signs.

iii.                Request for pedestrian crossing from Fidlers Well to Post Office made via MP to DCC who have refused stating as part of the reason the grading of the road as “A”.

iv.                 Two lorries travelling in opposite directions had a minor collision on the main road at the end of South View because both needed to move to the middle of the road to negotiate the bend.  Clerk to write requesting warning sign

Footpaths

v.                   Thornhill footpath 9 at Town Well is obstructed by very large overhanging branch at Spring Cottage Cllrs Ashton and Danks to assess work required

Police matters

vii.               Councillors reported on rumours concerning an individual suspected of attempting to sell drugs who reportedly has police protection Clerk to contact PC O’Brien to seek further information

viii.             It has been reported that suspicious individuals have been looking out for horses to steal.  They have been seen in either a white transit van or a red Toyota Landcruiser, registration B16 RBB.  There have also been thefts of scrap in the village.

 

008/095        Parish Council Accounts 2007-8 (Agenda item 10) Approved.

 

008/096        Poor’s Allotment (Agenda item 11) Harry Beckett was nominated as the new trustee. Clerk to inform Mr Hoole

 

008/097        Bamford with Thornhill Recreation Ground Trust (Agenda item 12) Cllrs Beckett and Gascoigne declared a pecuniary interest.  It was resolved to make a donation of £840 for mowing of grass.

 

008/098        Derbyshire Victim Support (Agenda item 13) Donation of £50 agreed.

 

008/099        Chapel en le Frith Mobile Physiotherapy Unit (Agenda item 14) Donation of £220 agreed.

 

008/0100    Reports from committees (Agenda 15). Cllr Beckett reported on the Institute committee and Cllr Gascoigne on the Recreation Ground Trust.

 

008/0101    Chair’s report (Agenda item 16)  Thanks were due to Mrs Hazlehurst for her work on the War Memorial Gardens and the annual payment of £100 was authorised.

008/0104    Planning

A deadline of 14 days was set by PDNPA for comments on the application below.

 

NP/HPK/0508/0402 

Proposed widening and realignment of Saltergate Lane

 

The following comments were agreed:

1.      Councillors were concerned that the  drainage is sloped towards the houses on Saltergate Lane. They felt  that in the event of a heavy downpour, there will be an overflow onto residents’ properties.

2.      Stone kerbstones for the footway will blend in with the environment better than cement ones.

3.      It is understood that Highways will own the small area between the double walls at the bottom of Saltergate outside Pioneer House.  There was concern that this area will not be maintained properly.

4.     Now that the layby adjacent to the Marquis of Granby is closed, there is very limited availability of parking space for lorries to wait before going up Saltergate Lane.

 

008/0105    HBOS- Vote on rights issue

This vote had to be returned by 23rd June. Councillors decided to vote for the rights issue.
